The pedestrian overpass would be part of a future phase, The parking <br />structure will serve the parking needs for the Town Center core, the adjacent Ramsey Municipal <br />Center, and present and future transit services. The structure will be located on Civic Center <br />Drive with an access from Sunwood Drive. <br /> <br />Community Development Director Trudgeon indicated staff took a hard look at the budget and <br />the design of the building to make sure it was a quality building' while not exceeding the <br />prelim/nary budget. In order to do that, staff is proposing to reduce the amount of finishing <br />along the lower portion of the north elevation (Sunwood Drive) due to the fact that it will <br />eventually be covered by the retail building. Staff is also proposing a more basic design along <br />the western elevation since this faCade will need to be removed as part of the second phase <br />expansion to the west. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to approve the preliminary <br />site plan fi)r the Ramsey Municipal Parking Facility contingent upon compliance with City Staff <br />Review Letter dated March 4, 2005 and the platting of the Subject Property. <br /> <br />Motion came& Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Olson, Pearson, and <br />Su'ommcn. Absent: CouncilmemberJeffrey. <br /> <br />Case #! 0: Report from Personnel Committee <br /> <br />Mayor Gamec indicated the item on the Personnel Committee agenda has been tabled. <br /> <br />Case #10A: Report from Public Works <br /> <br />1) Review Street Maintenance Program Projected Future Costs <br /> <br />Assistant Public Works Director Olson noted this item was discussed earlier in the agenda. The <br />City's current annual budget is $300,000. Although the City's share of this program averages <br />approximately $243,000 annually over the next six years, the projected expenditures for 2006 <br />and 2007 are roughly $100,000 higher than this average. It was discussed, at the Public Works <br />meeting to try to look at the next 15 years or so and determine what they would need to gradually <br />increase that maintenance requirement or fund to get over the hump of the construction activity <br />that occurred in the 1975 to 1990 era. There was also a lot of discussion about what happens at <br />year 38 after there have been two sealcoats, an overlay, and two more sealcoats. This may be <br />getting to the point where reconstruction is needed, instead of just another overlay. There was <br />also discussion that the Master Development Agreement with Ramsey Town Center does not <br />include escrow funds for the first sealcoating of streets within the development. Staff was <br />directed to determine the cost of these sealcoating requirements.
