Mr. Fursman thanked the Mayor. He explained his wife is from Ukraine, and they have a visitor
t'rom Ukraine with them tonight that wanted to see an example of American government in
action.

Bob Hamborg, 15755 Traprock Lane NW, thanked Mr. Kapler for the handling of the fire this
weekend and the quick response by the Fire Department. He stated his house was very close and
could have been taken by the fire. He also appreciates all of the neighbors that came over from
other neighborhoods to help out. Mr. Hambler stated he has concerns about the sewer and water
plan being proposed through the public wetlands, which should require a DNR license. He
would like to make sure that the licenses are obtained if they have not been already. He is also
concerned about the clean up of the Gun Club property, He stated it is wrong to expend general
taxpayer funds to promote private ventures, and this is favorable treatment that the City cannot
affbrd to expend to all private developers.

PRESENTATION: LIVABLE COMMUNITIES GRANT

Metropolitan Council Representative Natalie Haans Steffen indicated she has the following
inlbrmation to present to the Council, which was requested at the last work session she attended:

}n 1999 Ramsey received an award of $135,000 for Ramsey Townhomes, which was
drawn down.
In 2002 Ramsey received the Livable Communities Demonstration Award in the amount
of $800,000 for the Ramsey Station Town Center. That grant termination date was
December 31, 2004. The grant was paid in full and closed on December 1, 2004.
In 2003 Ramsey received a Livable Communities Demonstration Award in the'amount of
$2,210,000 for the Ramsey Town Center. The grant termination date was December 31,
2005, and to date there have been no requests for reimbursements fi.om the City on this
grant.
In 2004 Ramsey received a Livable Communities Demonstration Award of $363,756 for
the Ramsey Town Center. The termination date on this grant .is June 30, 2007, and to
date there have been no requests for reimbursements from the City on this grant.

Representative Haans Steffen explained in checking, on how these grant requests are handled,
there is generally a contract written for a two year period of time with the option of extending for
one year. Berate the grant is scheduled to expire the City would receive a_ telephone call
someone in the Livable Communities Division about extending that grant, and the City would
have at least three months for that extension. The extension is done administratively and is not
an unusual request. She stated her main purpose for being here tonight is regarding the City's
latest grant in 2004 in the amount of $363,756. She congratulates'the City of Ramsey and the
~;ta~'f' because this is an excellent record of very good grant writing and Ramsey has done very
wall regionally.

Mayor Gamec indicated he just received a lette( regarding the status of grants the City of Ramsey
has received. He stated since Representative Haans Steffen has been their representative the City

City Council/April 12, 2005

P85
