City Code specifies that exterior wall finishes shall consist of natural or prefabricated brick or <br />stone or pre-cast concrete panels or some other material approved by City Council. A Building <br />Elevation Plan has not been submitted for the convenience store and car wash since the exact <br />occupant has not been finalized as referenced in the March 28, 2001 letter fi.om Amcon. Staff <br />recommends that the site plan approval be contingent upon the' applicant submitting <br />architectural elevations for the principal and accessory building meeting the architectural <br />standards of the City prior to the City Council considering the site plan. <br /> <br />The drainage plan appears to be generally acceptable. <br /> <br />Currently, the site has three accesses from Sunfish Lake Blvd (CSAH 57) and one from State <br />Highway 10. The development is proposing one access point derived fi.om CSAH 57 <br />approximately 150 feet south of the Burlington Northem Santa Fe railroad. A second access is <br />proposed to be located about 360 feet west of Sunfish Lake Boulevard. This access is shown <br />as a shared access with the retail center to the west. Staff has forwarded a copy of the site plan <br />to Anoka County and MnDOT for their comments. Staff anticipates that MnDOT will <br />comment negatively on the eastem access onto Highway 10 because of its close proximity to <br />CSAH 57 intersection. Staff will attempt to have MnDOT's and Anoka County's comments <br />available at the April 3~a Planning Commission meeting. <br /> <br />The site plan shows a future access road along the northem boundary of the site. This idea is <br />supported by staff A provision will be placed in the development agreement requiring future <br />dedication of the area as a roadway to the City. <br /> <br />The site will be serviced by municipal sewer and water facihties. <br /> <br />The Landscaping Plan is generally acceptable. Further comments from the Parks Supervisor <br />will be received at a later date. <br /> <br />Recommendation: <br /> <br />City Staff recommends site plan approval contingent upon compliance with City Staff Review <br />Letter dated March 30, 2001, the City receiving exterior elevations for the principal and <br />accessory structures complying with City Code and the apphcant receiving a variance from the <br />impervious surface restrictions fi.om the Board of Adjustment. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council grant approval/denial of the proposed site plan for <br />a convenience gas station contingent upon compliance with City Staff Review Letter dated <br />March 30, 2001, the City receiving exterior elevations for the principal and, accessory <br />structures complying with City Code and receiving a variance from the impervious surface <br />restrictions fi.om the Board of Adjustment. <br /> <br />Review Checklist: <br />Community Development Director <br />City Engineer <br />City Administrator <br />Parks & Utilities Supervisor <br /> <br />PC: 04/03/01 <br /> <br /> <br />
