CITY COUNCIL WORK SESSION <br /> <br />Topic Report: Organizational and Compensation Studies <br /> <br />By: Givonna Reed, Human Resources Manager <br /> <br />Background: <br /> <br />Org, anizational Study <br /> <br />As some of you may know, the City of Eagan recently conducted an organizational study in <br />response to some siglfificant changes the organization is facing. The study was initiated by <br />management mad the results will be used by management as a tool to address two major issues: <br /> 1. the retirements of several senior managers (succession planning) <br /> 2. Eagan's service delivery model given that the City is approximately 95% built out <br /> <br />Attached is a summary of Eagan's goals and process as prepared by the City of Ramsey's <br />Management Intern, Jason Schmidt. The City of Eagan has received the results of the <br />organizational study and they are currently in the implementation stage. Eagan has agreed to share <br />thc results of the study once the results have been presented to the Eagan City Council. <br /> <br />Af~er a revie;v of Eagan's RFP and discussions with Dianne Miller, the City of Eagan's point of <br />contact for the organizational study, staffbelieves that there could be tremendous benefits to <br />conducting a similar study in Ramsey. Given the rapid growth that Ramsey is currently <br />experiencing, it would be very valuable to Ramsey staff and residents to have professional guidance <br />regarding how to proactively develop service delivery models and how to shape an organizational <br />sttx~cture that will be responsive to the needs and desires of the diverse community that Ramsey will <br />soon be serving. <br /> <br />Staff is requesting authorization to further assess the goals, benefits and process of conducting an <br />organizational study later this year. <br /> <br />Co~y~ensafion Study <br /> <br />In addition to the organizational study, staff would like to introduce the topic of a compensation <br />study which would take place after the organizational study if both studies are approved by the City <br />Co~_mcil. Thc propose of a compensation study is to ensure that pay levels are consistent and <br />equitable between classifications and competitively aligned with the market. It has been <br />several years since Ramsey conducted a compensation study. In addition, a compensation <br />study is necessary to ensure that Ramsey can compete with its peers in recruiting quality staff. <br />As Ramsey approaches a population of 25,000 over the next couple years, Ramsey will be <br />competing with cities such as Maple Grove, Lakeville, Blaine and Woodbury for staff. <br /> <br />Staff is requesting authorization to further research the specifics of a compensation study. <br /> <br /> <br />
