CASE #: { <br /> <br />'REQUEST FOR PRELIMINA.RY PLAT APPROVAL OF CENTEX ADDITION; <br />CASE OF CENTEX HOMES <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Centex Homes has submitted a preliminary plat for the subdivision of property generally located <br />north of 153rd Avenue N.W. and east of T.H. #47. The property is. approximately 74 acres in size <br />and the preliminary plat (now referred to as Option C) reviewed on July 12 proposed to subdivide <br />the pr. gperty into 155 single family lots. Staff attempted to notify property owners within 700 feet of the subject property <br /> <br />Observations: <br /> <br />The property is zoned R-1 Urban Residential. tt is located in the Metropolitan Urban Service Area <br />and the development is proposed to be served by sanitary sewer and municipal water. The current <br />comprehensive plan and the draft comprehensive plan designate this area for low density residential. <br />The proposed net density of the plat is approximately 2.08 unks per acre. <br /> <br />Sidewalks will be constructed on one side of all non cul-de-sac streets. Trail connections are <br />proposed to and through Bear Park to the east all the way to Roanoke Street, through the unamed <br />park lot .tO the north, and along the north side of Alpine Dr/ye from Hwy. #47 to Roanoke Street. <br />Park dedication will consist of dedicating land for internal trails and expanding the park area at <br />Woodland Green and Bear Parks. The Park Commission is also recommending some capital <br />improvements (play equipment, paved parking, irrigation) to Bear and Woodland Green parks, the <br />details of which were discussed on July 12. The Park Commission will be finalizing a Park <br />Dedication Agreement for the proposed development at their regular meeting in August. <br /> <br />The Planning Commission conducted a public hearing and reviewed the proposed preliminary plat <br />(Option C) on July 12. A great deal of discussion took place regarding the traffic generation <br />analysis. The Planning Commission tabled any action on the preliminary plat and requested that the <br />developer meet with City Staff to develop some alternative street layout designs (and related traffic <br />numbers). The alternative street designs should look at ways to discourage the new traffic from <br />travelling through adjacent neighborhoods to reach collem~0r .a~.d arterial streets. Other suggestions <br />for modifications included revisiting the significant grade elevation changes adjacent to Lot 4, Block <br />2, Stanhope Terrace and the potential for a drainage problem at the corner of 155th and Yak/ma. <br /> <br />-1- <br /> <br /> <br />
