CASE #: ~

REQUEST FOR SKETCH PLAN REVIEW OF RIVER PINES 5TM ADDITION;
CASE OF OAKWOOD LAND DEVELOPMENT, INC.
By: Community Development Director Sylvia Frolik

Background:

Oakwood Land Development has submitted an application to the City for a subdivison to be named
River Pines 5th Addition. The property is located on the west side of T.H. ~47, immediately north of
the existing Apple Ridge/River Pines neighborhood. The application proposes to subdivide and plat
the property into 12 single family residential lot~ with urban services and an existing homestead that
will continue to utilize an on-site septic system and well.

The following items are enclosed:

a)
b)
c)

Site location map
Sketch plan (3 sheets-preliminary plat, preliminary grading, prehminary utility)
City Staff Review Letter dated August 30, 2001

Notification:

Public hearings are not required at the sketch plan stage of a subdivision. However, there is also a
request for rezoning and a comprehensive plan amendment associated with this project and they do
require public heatings. Therefore, area property owners are aware of the project because of the public
heating notices distributed in regards to the rezoning and comprehensive plan amendment.

Observations:

The property is currently zoned R-1 Rural Residential and a rezoning to R-1 Urban Residential will be
required in order to develop the property with single family residential lots at urban standards. The
property is not in the Metropolitan Urban Service Area boundary and a comprehensive plan
amendment is required in order for sanitary sewer and municipal water to be extended into the area. A
maximum of 3 units per acre are permitted in the R-1 Urban Residential District. The gross density
reflected in the sketch plan is 1.4 units per acre.

The 12 neTM urban lots would receive public access from the extension of 158t~ Lane into the plat from
River Pines 2na Addition to the west. Currently, I58th Lane dead ends on the west boundary of the
proposed plat and this is a public safety concern since the length of this dead end is greater than 600
feet. Lithium Street N.W. would be extended north into the plat from Apple Ridge to the south and
then tie into 158th Lane.

City Staff is requesting the Developer to provide some oi)tions for future access to the proPerty to the
north and a resubdivision/access plan for the homestead acreage to the east.

All of the lots meet the 10,800 square foot lot area and 80 foot lot width requirements. Although
density transitioning is currently not required between neighborhoods of differing densities, the
