CASE <br /> <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br />CASE OF LORD OF LIFE CHURCH <br /> By: Principal Planner, Patrick Trudgeon <br /> <br />Background: <br /> <br />Lord of Life Church has submitted an application for a minor comprehensive plan amendment for <br />thek property located between Hwy. 47 and CSAH 5 (Nowthen Blvd.). The request is to change <br />the land use designation from Commercial and Medium Density Residential to High Density <br />Residential. The comprehensive amendment, coupled with their rezoning request, would allow <br />the applicant to construct two 47-unit senior apartment buildings. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Proposed Sketch Plan of proposed subdivision. <br />c) Proposed Resolution authorizing submittal to Metropolitan Council <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet. Staff sent the public <br />notice to property owners within 500 feet. <br /> <br />Observations: <br /> <br />Lord of Life Church is asking for an amendment to the 1995 Comprehensive Plan to allow for a <br />high density residential project on their property. The 1995 Comprehensive Plan indicates that <br />Lord of Life Church property be used for commercial and medium density residential uses of up <br />to 7 dwelling units per acre. <br /> <br />Lord of Life Church is currently in the process of platting their property into three new parcels. <br />They are requesting that the land use designation of Lot 2, Block 1 be changed from commercial <br />and medium density residential to high density residential with a maximum of 15 units per acre. <br />The March 2001 Draft of the Comprehensive Plan shows the area of Lot 2, Block 1 to be <br />designated as high density residential. Lord of Life Church's request is consistent with the land <br />use designation shown in the March 2001 Draft of the Comprehensive Plan. <br /> <br />As the March 2001 Draft of the Comprehensive Plan has not been adopted at this time, it is <br />necessary that a comprehensive plan amendment be approved by the City Council and <br />Metropolitan Council. <br /> <br /> <br />
