# I 7- <br /> <br />REQUEST TO REZONE PROPERTY FROM R-1 RESIDENTIAL, B-1 BUSINESS <br />AND B-2 BUSINESS TO MULTIPLE RESIDENTIAL; <br /> CASE OF EDINA DEVELOPMENT, INC. <br /> By: Principal Planner, Patrick Trudgeon <br /> <br />Background: <br /> <br />Edina Development, Inc. has submitted an application to rezone certain property located on the <br />northwest comer of Hwy. 47 and 153ra Ave. from R-1 Residential, B-1 Business, and B-2 <br />Business to Multiple Residential. The rezoning would allow the applicant to build a townhouse <br />development. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Copy of zoning map of surrounding area <br />c) General Development Plan <br />d) Letter from Herman and Judi Danholz and Ken and Sharon Niles, property owners, <br /> regarding rezoning request. <br />e) Proposed Findings of Fact <br /> <br />Notification: <br /> <br />Property owners located within 700 feet were notified of the proposed rezoning. State law <br />requires that the City notify property owners within 350 feet be notified. <br /> <br />Observations: <br /> <br />Edina Development has entered into a purchase agreement with property owners Herman and <br />Judi Danholz and Ken and Sharon Niles. Edina Development is requesting the City rezone <br />approximately 25 acres from R-1 Residential, B-1 Business, and B-2 Business to Multiple <br />Residential. Property to the north is zoned R-1 Residential, to the south the zoning is both B-i, <br />Business and R-l, Single Family. To the east and west the adjacent properties are zoned B-1 and <br />B-2 Business. <br /> <br />Over the years, the subject property has consistently shown up in City comprehensive plans as a <br />place for commercial uses. The current Comprehensive Plan (1995) identifies this area for <br />commercial and low density residential. The March 2001 Draft Comprehensive Plan shows the <br />subject property being Places to Shop. A Comprehensive Plan amendment is required since the <br />March 2001 Draft Comprehensive Plan has not been adopted by City Council. Final approval of <br />the Comprehensive Plan amendment will need Ramsey City Council approval. <br /> <br /> <br />
