REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br />CASE OF EDINA DEVELOPMENT, INC. <br /> By: Principal Planner, Patrick Trudgeon <br /> <br />Background: <br /> <br />Edina Development, Inc. has submitted an application for a comprehensive plan amendment to <br />change the land use designation for property they would like to develop from commercial and <br />single family residential to high density residential. The comprehensive plan amendment, coupled <br />with their rezoning request, would allow the applicant to construct a townhouse development. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) General development plan for the subject property <br />c) Proposed Resolution authorizing submittal to Metropolitan Council <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet. Staff' sent the public <br />notice to property owners within 700 feet. <br /> <br />Observations: <br /> <br />Edina Development is asking for an amendment to the 1995 Comprehensive Plan to allow for a <br />high density residential project on their property. The 1995 Comprehensive Plan, indicates that <br />the subject property is to be used for commercial and low density residential uses. <br /> <br />Edina Development has entered into a purchase agreement with property owners Herman and <br />Judi Danholz and Ken and Sharon Niles. Edina Development would like to construct a <br />townhouse development on the property. In order to do that, Edina Development is asking that <br />the land use be changed to allow for high density residential up to 15 dwelling units per acre. The <br />March 2001 Draft of the Comprehensive Plan shows the subject property designated as being <br />used for Places to Shop. Edina Development's request is inconsistent with the March 2001 Draft <br />Comprehensive Plan. <br /> <br />Recommendation: <br /> <br />The Planning Commission should review the proposed Comprehensive Plan Amendment and <br />either recommend approval or denial of the request. <br /> <br /> <br />
