CASE #: ~ <br />REQUEST FOR SKETCH PLAN REVIEW OF BULOW'S TOWNHOME ADDITION; <br />CASE OF CHRIS BULOW, BULOW, INC. <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Chris Bulow has applied for sketch plan review to develop 8 for-sale townhome umts on property <br />located on the northeast comer of Sunfish Lake Blvd. and Riverdale Dr. Concurrently with the sketch <br />plan review, Mr. Bulow has submitted applications for rezoning and a comprehensive plan amendment <br />for the same property. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated September 27, 2001 <br /> <br />Notification: <br /> <br />Property owners within 350 feet of the subject property were notified for the rezoning and <br />comprehensive plan amendment requests. <br /> <br />Observations: <br /> <br />The property is 23,800 square feet or .55 acres in size and is located within the Metropolitan <br />Urban Service Area (MUSA). The Applicant is proposing to develop eight towhome units on the <br />property, which results in a density of 14.64 units per acre. <br /> <br />The property is currently zoned B-3 Highway Business and' residential uses are not a permitted <br />use in this district. The property is also located in the Mississippi Critical River Overlay District. <br />The Critical Area Plan establishes that all developments in this District should be processed as a <br />planned unit development. As mentioned previously, Mr. Bulow is also asking the City to <br />consider rezoning the property and for a comprehensive plan amendment. <br /> <br />The City Code standards for lot sizes in the highest density residential district is 3,000 square feet <br />per unit which would equate to 24,000 square feet in this case (8 units X 3,000 square feet per <br />unit). The parcel is slightly deficient of that requirement at 23,161 square feet. A modification to <br />the number of units or a variance will be required. <br /> <br />The sketch plan proposes two access points on Sunfish Lake Blvd. and one access point onto <br />Riverdale Drive. Staff~ecommends that the two accesses onto Sunfish Lake Blvd., which are in <br />close proximity to one another, be combined into a single access. The location of this access <br />point should be made with consideration of point of neighbor accesses, which should also be <br />shown on the plan. <br /> <br /> <br />
