CASE <br /> <br />REQUEST FOR COMPREHENSIVE PLAN AMENDMENT; <br />CASE OF ORRIN THOMPSON HOMES <br /> By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />Orrin Thompson Homes has submitted an application for a comprehensive plan amendment to <br />change the land use designation for property they would like to develop from commercial to <br />medium density residential. The comprehensive plan amendment, coupled with their rezoning <br />request, would allow the applicant to construct a townhouse development. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site- Location Map <br />b) General development plan for the subject property <br />c) Proposed Resolution authorizing submittal to Metropolitan Council <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet. Staff sent the public <br />notice to property owners within 500 feet. <br /> <br />Observations: <br /> <br />Orrin Thompson Homes is asking for an amendment to the 1995 Comprehensive Plan to allow <br />for a medium density townhouse development on property owned by Marlene Katnis. The 1995 <br />Comprehensive Plan, indicates that the subject property .is designated for commercial uses. <br /> <br />Orrin Thompson Homes is asking that the land use designation be changed to allow for medium <br />density residential development that would not exceed 7 dwelling units per acre. The March <br />2001 Draft of the Comprehensive Plan shows the subject property designated for medium density <br />residential and therefore the proposed development is consistent with the March 2001 Draft <br />Comprehensive Plan. <br /> <br />Recommendation: <br /> <br />The Planning Commission should review the proposed Comprehensive Plan Amendment and <br />either recommend approval or denial of the request. <br /> <br /> <br />
