CASE <br /> <br />REQUEST TO REZONE PROPERTY FROM B-1 BUSINESS <br />TO R-3U MULTIPLE FAMILY RESIDENTIAL; <br /> CASE OF ORRIN THOMPSON HOMES <br /> By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />Orrin Thompson Homes has submitted an application to rezone certain property located south of <br />Sunwood Drive and west of State Highway #47 from B-1 Business to Ro3U Multiple Family <br />Residential. The rezoning would allow the applicant to construct a townhouse development. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site'Location Map <br />b) Copy of zoning map of surrounding area <br />c) 'General Development Plan <br />d) Letter from Cory Lepper of Orrin Thompson Homes <br />e) Proposed Findings of Fact <br /> <br />Notification: <br /> <br />Property owners located within 500 feet were notified of the proposed rezoning. State law <br />requires that the City notify property owners within 350 feet of the subject property. <br /> <br />Observations: <br /> <br />Orrin Thompson Homes has entered into a purchase agreement with property owner Marlene <br />Katnis. Orrin Thompson Homes is requesting that the City rezone approximately 14 acres from <br />B-1 Business to R-3U Multiple Family Residential; Property to the north is zoned R-1 <br />Residential and R-3U Residential, property to the south is zoned R-3U. To the east and west the <br />adjacent properties are zoned R-1 Residential. <br /> <br />The current Comprehensive Plan (1995) identifies this area for commercial uses. The March <br />2001 Draft Comprehensive Plan shows the subject property being designated for medium density <br />urban residential development. A Comprehensive Plan amendment is required since the March <br />2001 Draft Comprehensive Plan has not been adopted by the City Council. Final approval of the <br />Comprehensive Plan amendment will need Ramsey City Council approval. <br /> <br />Recommendation: <br /> <br />The Planning Commission should review the proposal and either recommend that the property <br />remain zoned for business uses or recommend that the property be rezoned to Ro3U Multiple <br />Family Residential for medium density residential uses.. <br /> <br /> <br />
