to the eastern side of Cobalt Street to provide for better pedestrian connections to surrounding neighborhoods. The Park and Recreation Commission met on November 15, 2001 to review the sketch plan of Birch Hill Lodges. They directed staff and the developer to continue to work together on a park layout and landscaping design and bring the preliminary plat back to them at their December 13, 2001 meeting. Any outstanding landscaping issues will need to be resolved before the site plan goes to the City Council on December 18, 2001. The drainage and grading plan will need to be modified according to the City Engineers comments that are stated in the attached City Staff review letter dated November 30, 2001. The project is subject to the review and permitting process of the Lower Rum River Watershed Management Organization (WMO). MnDot is requesting the post and pre development mn-off calculations. The Planning Commission reviewed the sketch plan on November 5, 2001 and recommended that the applicant proceed to preliminary plat. Recommendation: City Staff recommends preliminary plat approval subject to the property receiving a rezoning, minor comprehensive plan amendment, and compliance with City Staff review letter dated November 30, 2001. Commission Action: Motion to approve/deny the preliminary plat of Birch Hill Lodges contingent upon compliance with City Staff review letter dated November 30, 2001.
