CASE #

REQUEST FOR AN INTERIM USE PERMIT TO ALLOW FOR SHORT TERM
OUTDOOR STORAGE IN THE B-3 HIGHWAY BUSINESS DISTRICT;
CASE OF CHELSEA AUTOS
By: Sylvia Frolik, Community Development Director

Background:

Clint Wilson of Chelsea Autos has submitted an application for an Interim Use Permit to allow for
some short term outdoor storage as an accessory use at his sales lot located at 7665 Hwy. #10 N.W.
Mr. Wilson has been approached by an r.v. dealer that would like to lease the northwest comer of
his site for the storage of up to 40 recreational travel trailers until June 1, 2002.

The' following items are enclosed for your review:

a)
b)
c)
d)
e)

Site location map
Site plan
Proposed Resolution for Findings of Fact
Proposed Resolution to Approve Interim Use Permit
Proposed Resolution to Deny Interim Use Permit

N°tification:

State law requires notification to properties within 350 feet of the boundaries of the subject property
and property owners within that radius were notified.

Observations:

Mr. Wilson's property is approximately 2.3 acres in size and is zoned B-3 Highway Business. Motor
vehicle, implement and recreational equipment sales and rental are permitted uses in that district.
Outdoor display areas for items for sale or rent is an allowable accessory use in the B-3 Highway
Business District. Outdoor storage of items not for sale or rent is not identified as an allowable
accessory use in the B-3 Highway Business' District.

Mr. Wilson currently operates a motor vehicle, implement and recreational equipment sales facility
on the property and he has a paved display area for items he sells or rents. (Mr. Wilson also lives
in the lawful non-conforming dwelling on the property.) Mr. Wilson would like to lease the
northwest comer of his property for storage of up to 40 travel trailers over the winter. Because of
the limited duration of the outdoor storage use, Mr. Wilson is not proposing to pave or screen the
outdoor storage area.

Recommendation:

You may have noticed that during the summer, Mr. Wilson has made a good faith effort to bring his
property into compliance with City Code with respect to confining his sales operation to the paved
portions of his site. Also, last winter there were several violations of storing recreational travel
trailers for r.v. dealers without the proper temporary permits fi:om the City. These violations require
staff time to correct. Staff recommends approval of Mr. Wilson's request in order to reinforce efforts
to work within the regulations of City Code.

3
