Case #2: Proposed Amendment to Tower Ordinance

Acting Chairperson Johnson closed the regular portion of the Planning Commission meeting at
7:04 p.m. in order to conduct the public hearing.

Public Hearing

Acting Chairperson Johnson called the public hearing to order at 7:04 p.m.

Presentation

Community Development Director Frolik stated that during discussions regarding the Tower
Overlay District, the City Council instructed staff to draft an additional amendment to the newly
adopted tower ordinance. The City recently made significant changes to ordinances governing
the placement of towers in residential districts. One of the adopted changes required that all
towers be setback at least 1.5 times the height of the tower from any residential structure. The
City Council has asked that this language be changed to require that the 1.5 times tower height
setback be measured from the lots lines rather than from residential structures. Due to the
proposed ordinance amendment, staff found that language regarding setbacks for towers located
in business and industrial districts needed to be clarified.

Citizen Input

Tony Zagaros, 9031 178th Avenue NW, Ramsey, inquired as to what the proposed change was.

Community Development Director Frolik explained that the change would require that the 1.5
times tower height setback be measured from the lot lines versus residential structures.

Motion by Commissioner Reeve, seconded by Commissioner Watson, to close the public
hearing.

Motion Carried. Voting Yes: Acting Chairperson Johnson, Commissioners Reeve, Watson, and
Wivoda. Voting No: None. Absent: Chairperson Nixt and .Commissioner Kociscak.

The public hearing closed at 7:05 p.m.

Commission Business

Acting Chairperson Johnson called the regular meeting of the Planning Commission back to
order at 7:05 p.m.

Motion by Commissioner Reeve, seconded by Commissioner Wivoda, to recommend that City
Council approve the proposed amendment to the tower ordinance.

Planning Commission/February 6, 2001
