Johnson <br /> <br />Principal Planner Trudgeon stated that Mr. Johnson is requesting site plan review to construct a <br />garage on the commercial portion of his property in the Pineview Estates 2nd Addition planned <br />unit development (PUD). This PUD is zoned for a combination of residential and commercial <br />uses. Mr. Johnson is a concrete contractor and he is proposing to construct a 2,400 square foot <br />garage to house his vehicles and equipment. The structure equates to a lot coverage of .03 <br />percent. This is in accordance with the City's general commercial regulation of restricting the <br />building coverage to 30 percent of the commercial property size. The covenants for the Pineview <br />Estates restrict the front 200 feet of the property for the residential use. Mr. Johnson's building <br />is proposed to be set back 240 feet from the property line. The building meets all other setbacks <br />and will be finished with vinyl lap siding. Access to the building is proposed to be a paved <br />driveway along the common property line with Lot 8, in accordance with the covenants. <br />However, the driveway width proposed is three feet deficient of the 15-foot width requirement <br />established in the covenants. Also, the site plan reflects that the driveway to the residence is in <br />the middle of the lot and does not extend from the common property line with Lot 8. This results <br />in two driveways and this is in conflict with the covenants and should be addressed by the <br />homeowners association. In accordance with the covenants, Mr. Johnson is providing three rows <br />of pine trees between the residential and commercial portions of the property. <br /> <br />Acting Chairperson Johnson inquired if Mr. Johnson had any concerns with the City staff review <br />letter. <br /> <br />Ron Johnson, 7428 149~ Avenue NW, Ramsey, replied no. He explained that he has the <br />driveway as 12 feet because it is located near his drain field, but thinks he can make it work at 15 <br />feet. Mr. Johnson also noted that he will work with the homeowners association regarding the <br />common driveway issue. <br /> <br />Motion by Commissioner Wivoda, seconded by Commissioner Watson, to recommend that City <br />Council grant site plan approval to Mr. Johnson's site plan for Lot 7 contingent upon compliance <br />with City staff review letter dated March 1,2001 and the Pineview Estates 2~a Addition PUD. <br /> <br />Motion Carried. Voting Yes: Acting Chairperson Johnson, Commissioners Wivoda, Watson, <br />and Reeve. Voting No: None.
