Absent: Commissioner Johnson. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />1) <br />2) <br />3) <br /> <br />City Council work session minutes dated February 20, 201 <br />City Council regular meeting minutes dated February 27, 2001 <br />City Council regular meeting minutes dated March 13, 2001 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS: <br /> <br />Case #1: <br /> <br />Request for a Conditional Use Permit to Construct and Operate a Cellular <br />Antenna and Related Equipment Building on City Property; Case of Verizon <br />Wireless <br /> <br />Commissioner Reeve excused himself from the discussion and action on this agenda item and <br />stepped down from his position on the Planning Commission. <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:25 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br />Chairperson Nixt called the public hearing to order at 7:25 p.m. <br /> <br />Presentation <br /> <br />Community Development Assistant Wald explained that the City has received an application <br />from Verizon Wireless requesting a conditional use permit to construct and operate cellular <br />antennas and an equipment building on City owned property generally located at the intersection <br />of County Road #5 and Dysprosium Street, otherwise known as 14391 Dysprosium Street NW. <br />Community Development Assistant Wald noted the subject property is zoned B-1 Business, <br />surrounding parcels to the north, south, and west are currently zoned B-1 Business, the property <br />to the southeast is zoned high-density multi-family (Savanna Oaks Senior Apartments). Royal <br />Oaks Realty is proposing to rezone 86.71 acres surrounding the water tower to Planned Unit <br />Development (PUD) in order to facilitate a townhome, apartment, and single family <br />development. The Planning Commission reviewed the sketch plan proposal by Royal Oaks <br />Realty at their regular meeting of March 6, 2001. Verizon Wireless is proposing to install a total <br />of twelve 8-foot by 12-inch antennas on the City water tower located at the height of <br />approximately 96 feet. The applicant is also proposing to construct a 12-foot by 30-foot <br />equipment building on the property. The building exterior is proposing to consist of river rock, <br />which meets B-1 Business exterior wall material requirements. A landscaping plan will need to <br />be submitted for the proposed equipment building and is subject to City approval. Staff will be <br />requesting an extensive landscape plan around the equipment building in order to provide <br />screening from the future residential development.
