Community Development Director Frolik replied that Centex will not be getting credit for Bear <br />Park; they will only be receiving credit for the additional land they are adding to Bear Park. <br /> <br />John Westrum, 15660 Juniper Ridge Drive, Ramsey, stated that if the cul-de-sacs have been <br />designated as through streets the City should take away the matching border requirement so at <br />least take away some of the cut through. <br /> <br />Mr. Hatch stated that the developer has stated that with sidewalks and the higher density, cars <br />would travel at a slower rate; but once they get into their development there will be the larger lots <br />and speeds will pick-up. He inquired if the City was intending on adding City sewer and water <br />into the Woodland Green development. <br /> <br />Community Development Director Frolik replied that the City Charter states that the City cannot <br />go into an existing neighborhood and impose City sewer and water. If the neighborhood wants <br />City sewer and water, they would have to petition for it. <br /> <br />Mr. Hatch replied that he had met with Councilmember Hendriksen during the Comprehensive <br />Plan open house and he had stated that developer would receive a $1,200 kickback from each <br />additional person that hooks up to City sewer and water and therefore would be a reason to try <br />and force it into his neighborhood. <br /> <br />City Engineer Jankowski replied that staff would need more information to comment on that. <br /> <br />City Engineer Olson noted that the City Charter states that even if the City runs sewer and water <br />into a neighborhood the residents are not required to hook-up. <br /> <br />Mr. Nelson stated the he finds it awkward to have a sidewalk ending at his lot. He stated that he <br />does not object to development, but want it done aesthetically and done with a smooth transition. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Kociscak, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Kociscak, Reeves, <br />Sweet, and Watson.
