Commissioner Watson recommended connecting the two cul-de-sacs to alleviate the pressure on <br />155'h Lane, but not cul-de-sac 155th Lane. <br /> <br />Chairperson Nixt replied that he liked that idea. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Watson, to recommend that City <br />Council approve the preliminary plat for Centex Addition contingent upon compliance with the <br />City staff review letter dated July 5, 2001, and cul-de-sacing Ute Street, Waco Street at 153rd <br />Avenue and adjoining the cul-de-sacs of Yakima Street and Xkimo Court into a through street. <br /> <br />Further discussion: Mr. Blake stated that he inherently does not have a problem with that, but it <br />will push more traffic into one location. Chairperson Nixt requested that a traffic analysis be <br />completed on the impact of Yakima Street to the north being a cul-de-sac rather than a through <br />street. Commissioner Johnson stated that he would agree to add that to his motion. Chairperson <br />Nixt stated that there appears to be a significant change in elevation at Ute Street. He inquired if <br />that was the current elevation or the proposed elevation. Mr. Blake replied that they would be <br />lowering the elevation behind those houses. Chairperson Nixt stated that from the property line <br />there will be an 8 to 10 foot elevation change. He inquired as to what the property owner <br />anticipated with doing with that slope. Mr. Blake replied that it would be a rear yard slope and <br />they would leave it up to the homeowner as to how they would landscape the area. The one thing <br />they had discussed was spading some trees and moving them to the perimeter spots to help with <br />buffering the existing neighborhood. Chairperson Nixt requested that those trees be used on the <br />east side of the property. He also expressed concern with forwarding the issue onto the Council <br />with so many uncertainties. He stated that he would like to see the development again prior to it <br />being sent onto the Council. Community Development Director Frolik noted that staff would <br />have to invoke the 60-day extension to the 60 day decision rule. <br /> <br />Motion was withdrawn by Commissioner Johnson and Commissioner Watson. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Reeve, to continue the discussion <br />to the August 7, 2001 Planning Commission meeting and provide the Commission with a traffic <br />analysis on traffic impacts of the proposed changes and different street layout alternatives. <br /> <br />Further discussion: Mr. Blake inquired if there was a tolerable traffic number the Commission <br />was looking for. Chairperson Nixt replied that he would be looking for less traffic outside the <br />development and more contained within. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Reeve, Kociscak, <br />Sweet, and Watson.
