The City
replaced six sirens in 2004. The City received proposals from three vendors: Vinco, Inc.
$22.800, WI' f~;lectric $22,470.20 and American Signal Corporation $25,900.

Police Chiel' Way advised after reviewing the bids and evaluating the sirens that the City
currcntiy uses, staff feels that keeping the replacements the same as the sirens installed by
American Signal in 2004 is in the best interest of the City.

I)~m Gossman, representative of Federal Signal Corporation, stated RT Electric bid the Federal
2001 siren, which meets the specifications and they were the low bidder. There are over 1,000 of
these sirens in the metropolitan area and they are the most purchased siren in the industry. He
stated thc sirens Ramsey put in 15 years ago are not old sirens. He has seen reports from the
county, and the six sirens Ramsey replaced last year have not worked since day one. They visited
(mc o1' the sites Four days in a row and the siren did not activate. He stated it was in the
Sl, ccilScati()ns of the last job that if the sirens are not operating within five days they need to be
~'cpaircd or replaced. There is written proof that some of these sirens have not activated. He

Finance Committee/April 12, 2005
