Fire Chief Dean Kapler stated there is a long driveway ending in the middle of nowhere. <br /> <br />Dave Ketterling, the developer, explained that to get to level ground they would have to go north <br />at the maximum degree of rise. If they have the same allowable increase in the slope, that is a <br />steep grade. <br /> <br />City Engineer Jankowski said there is a bituminous path behind the church to the east. Also, <br />there is a flat area to the south. A second emergency access is needed to the building. <br /> <br />Chairperson Nixt stated the applicant would need to work with City Staff to find the solution and <br />this will be included as a condition in the motion. <br /> <br />Commissioner Kociscak questioned if the only access was through the Katnis property if that <br />would be a concern. <br /> <br />Fire Chief Kaplan replied that would depend on the infrastructure of the road. He would be <br />interested in working with the applicants. <br /> <br />Chairperson Nixt noted significant open space north of the existing community life center. <br /> <br />Mr. Nelson explained the area has been considered for a soccer field. The building would not be <br />extended any more to the north than it already is. <br /> <br />Commissioner Watson suggested trading the soccer field with the parking lot. <br /> <br />Chairperson Nixt acknowledged safety issues with that suggestion. <br /> <br />Chairperson Nixt sought Commission Members thoughts on using the 1.5 number for factoring <br />the parking spaces. The Commission Members were comfortable with that number. <br /> <br />Chairperson Nixt questioned whether there was lighting proposed for the access drive. <br /> <br />Principal Planner Trudgeon responded there wasn't any. <br /> <br />Chairperson Nixt suggested that Staff work with neighbors for a solution to their concerns. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Watson to recommend that City <br />Council direct the applicant to proceed to work with the neighborhood groups regarding <br />screening, tree preservation, safety and address any Staff concerns and return to the Planning <br />Commission meeting in October with a revised site plan. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioner Watson, and Reeve. Voting No: <br />Commissioner Kociscak.
