He also suggested in order to move this request forward, <br />Mr. Becker present a concept plan to the Council for their reaction. <br /> <br />Commissioners Sweet and Watson shared the view that they wouldn't recommend an <br />amendment to the draft Comprehensive Plan at this point. <br /> <br />Commissioner Johnson suggested Mr. Becker talk with City Council members individually. <br /> <br />Principal Planner Trudgeon brought attention to the list of issues raised at the public hearing for <br />the Comprehensive Plan, which was part of the staff report. The first issue is the designation at <br />153rd and Highway 47. He questioned if that land should be kept commercial or change to low <br />density with a few acres as commercial. At one point the designation was mixed use and later, <br />the Council changed it back to commercial and prefers to keep it as such. Chairperson Nixt <br />suggested the designation be left as is. <br /> <br />The next issue is changing the land use in the northeast quadrant of Riverdale and Sunfish Lake <br />Boulevard from Commercial to High Density Residential. This proposal is on tonight's agenda <br />as a specific request from Mr. Bulow and a decision will be made during that case discussion. <br /> <br />The third issue on the list is changing Lot 1, Block 6, Rum River Hills, from Rural Developing <br />residential to commercial to adhere to the Rum River Hills PUD. This land is now vacant. The <br />Commission agreed this land use should be retained as Commercial per the PUD agreement. <br /> <br />The next item on the list is expanding the MUSA to encompass the Tom Thumb store on <br />Ramsey Boulevard and the lot to the north so that it can be developed commercially. This was <br />agreed to by the Planning Commission. <br /> <br />Chairperson Nixt commented that on the Rural Preserve Area, he is somewhat sympathetic to the <br />landowners there that want 4 in 40 density restrictions lifted. He noted that the City has heard <br />from the landowners. The City prefers to preserve the Rural Area. <br /> <br />Chairperson Nixt questioned what the concept was of the Central Planning Area. <br /> <br />Principal Planner Trudgeon explained the 4 in 40 designation would remain in effect in the <br />Central Planning area. The city would study the feasibility of redevelopment of this area with <br />urban services beyond 2020. <br /> <br />Chairperson Nixt mentioned the Council is considering additional language for this issue and <br />suggested it be left in the Council's forum. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson, to recommend that the City <br />Council consider the public hearing comments and the evaluations of this meeting in regard to <br />the proposed Comprehensive Plan. <br /> <br />Planning Commission/October 4, 2001 <br /> Page 4 of 16 ' <br /> <br /> <br />
