Management Organization (LRRWMO). The LRRWMO permit will require Kenko to construct <br />capacity for two back-to-back 100-year storm events. The current drainage plan only shows the <br />capacity for one 10-year storm event. The ponding area needs to be dedicated to the City as <br />drainage and utility easements. The Ramsey Economic Development Authority, at its October 8, <br />2001 meeting, discussed the proposed Interim Use Permit. The EDA recommended that the <br />Planning Commission not grant the interim use permit and direct City Staff to continue to work <br />with Kenko to locate at an alternative site. The EDA felt that it was important to preserve the <br />Kenko land as it is close to the proposed Towne Center site. <br /> <br />Citizen Input <br /> <br />The applicant was present and gave a history of the situation. She stated that Kenko purchased <br />this property ten years ago, and could not build then due to a moratorium. She said they had <br />some storage at Royal Concrete, until the City took that building over. Because they own this <br />property, they want to store their equipment on it. She said the company does understand that <br />the City is in the process of rezoning, which is why Kenko is asking for a temporary permit. She <br />added that they have requested a 5-year time frame, but would appreciate any consideration the <br />Planning Commission would give to the permit. The objective is to give themselves some <br />options. She stated they are working with the City for other options. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Sweet, to close the public <br />hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Sweet, Brauer, and <br />Watson. Voting No: None. Absent: Commissioners Kociscak and Reeve. <br /> <br />The public hearing closed at 7:24 p.m. <br /> <br />Commission Business <br /> <br />Commissioner Johnson asked Principal Planner Trudgeon to expand on the EDA and the issues <br />this will create. <br /> <br />Principal Planner Trudgeon stated that one of the issues is the anticipated land use change. This <br />moratorium was established during the study of a potential bridge crossing. Also, the exposure <br />of this area should be to help avoid possible fees and costs for a potential relocation. <br /> <br />Commissioner Johnson questioned how the temporary permit would impact those reasons. He <br />asked if the structure they would build would be impossible to move. <br /> <br />Principal Planner Trudgeon stated that the building could be moved. <br /> <br />Commissioner Jotmson stated he is sympathetic to the applicants.
