10. That total square footage of the proposed hotel wall signage is less than the percent of <br />allowed signage by City Code (maximum of 15% of the area of the front facade), however, <br />the Code states that 50% of the total wall signage must be on the front façade. The proposed <br />signage does not have 50% on the front facade, but instead is evenly distributed on each <br />elevation. <br /> <br />11. That deviations from sign standards are permissible with the issuance of a Conditional Use <br />Permit. <br /> <br />12. That the Site Plan generally meets the intent of the COR-2 Subdistrict and COR Design <br />Framework rules. <br /> <br />FINDINGS OF FACT <br /> <br />1. That the Signs will not be unduly dangerous or detrimental to persons residing or working <br />in the vicinity of the use, or to the public welfare. <br /> <br />2. That the Signs will not substantially adversely impair the use, enjoyment or market value <br />of any of the surrounding properties. <br /> <br />3. That the Signs will be harmonious with and in accordance with the specific objectives of <br />the comprehensive plan. <br /> <br />4. That the Signs will be constructed and maintained so as to be harmonious and appropriate <br />in appearance with the existing or intended character of the general vicinity and will/will <br />not change the essential character of the area. <br /> <br />5. That the Signs will not be hazardous to existing or future neighboring uses. <br /> <br />6. That the Signs will not impact essential public facilities and services, such as highways, <br />streets, police and fire protection, drainage structures, or schools. <br /> <br />7. That the Signs will not create excessive additional requirements at public cost for public <br />facilities and services and will not be detrimental to the economic welfare of the <br />community. <br /> <br />8. That the Signs will not involve uses, activities and equipment that will be detrimental to <br />any persons, property, or the general welfare by reason of excessive production of traffic, <br />noise, smoke, fumes, glare or odors. <br /> <br />9. That the Signs will be consistent with the intent and purposes of the Zoning Chapter. <br /> <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />RESOLUTION #20-115 <br />Page 2 of 4 <br /> <br />
