CC Regular Session <br />Meeting Date: 07/14/2020 <br />Submitted For: Grant Riemer, Engineering/Public Works <br />By: Grant Riemer, Engineering/Public Works <br />5. 12. <br />Information <br />Title <br />Adopt Resolution #20-148 Authorizing Bid Letting for Public Works Facility Project # 20-07 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to authorize bid letting for the new Public Works Facility, Bid pack # 1 Project 20-07. <br />Note, the award of bids will need to come back to the City Council for consideration at a future meeting. <br />Background: <br />The City of Ramsey has long planned for a new public works facility and added it to our Capital Improvement Plan <br />(CIP) in 2006. The land was secured in 2008 by the purchase of the former Bury Carlson site. That purchase was <br />finalized in 2013 and the BKV Group was hired in 2015 to perform a space needs study. This study would be used <br />to determine the size of facility needed to serve the PW department's needs for now and into the future. The size of <br />the current facility is 32,000 sq.ft which consists of 3 separate buildings, with offsite equipment storage spread out <br />over 3 additional sites. The new facility would be approximately 93,000 square feet and is designed to house all <br />public works functions and equipment. It is anticipated that the existing buildings will be renovated at a future date <br />and re -used as storage facilities for PW and the police department. The current utilities building is planned to be <br />used as a future recycling center. Estimated cost is $18.85m base bid, with an alternate bid for an additional $1.26m <br />to add space to allow for future expansion. The new PW facility is being designed to serve the needs of the PW <br />department for the next 30-50 years. <br />Notification: <br />N/A <br />Observations/Alternatives: <br />The bidding process for the public works campus is divided into two bid packs, with tonight's case covering the first <br />division or bid pack #1. Bid pack # 1 covers structural, civil and precast components. Bid pack #1 is scheduled to <br />be out to the market 7/29/20, with recommendation for award 8/20/20 and back before the council at the 8/25/20 <br />meeting for approval of bids and authorization to award contracts. If bid pack # 1 is approved by council, <br />construction is tentatively set to begin 10/20 with project completion scheduled for 9/21. <br />Funding Source: <br />The funding sources overall include: Facility Fund, Landfill Fund, Water and Sewer Utility Funds, Street Light <br />Fund, Recycling Fund and Bonding. <br />Recommendation: <br />Staff recommends council authorize RIM construction to proceed with advertisement of bid pack #1 for the new <br />Public Works Facility located at 14199 Jaspar Street. <br />Action: <br />Motion to adopt Resolution #20-148 Authorizing Bid Letting of Bid Pack #1 for the Public Works Facility Project # <br />20-07 located at 14199 Jaspar Street <br />
