As with all public improvement projects completed in the City of Ramsey, a project web page will be maintained on the City web site throughout construction. The proposed improvements should have a serviceable life of 60 years, assuming that proactive maintenance operations are performed on a regular basis during the life of the improvements. On June 19, 2020, a total of twelve bids were received, opened, and tabulated, and the following bids were found to comply with the advertisement for bids. Adding indirect costs in the amount of 25-percent for administrative, engineering, finance and legal costs brings the total project costs to $777,577.64. The low bid is 30.8% less than the engineer's estimate, primarily due to lower than estimated mobilization and dewatering bid prices. An engineering services proposal was previously secured from Bolton & Menk on March 17, 2020, which included a not -to -exceed fee of $8,930 for construction administration and staking. A copy of this proposal is attached. Since these services cannot be provided in-house they must be contracted out, and since Bolton & Menk is the design engineer they are best equipped to stake construction and assist with construction administration. Project Funding Based on previous direction, project costs are proposed to be funded in part by the City, in part by Capstone Homes, and in part by AKM Farms/Paxmar. The proposed cost contributions are outlined in the attached cost share model. The City is proposed to contribute to the costs since the City owns 4 acres of real property fronting Puma Street, and since Puma Street is a collector street on our Municipal State Aid System.
