She stated that some of the last things to come back <br />in the Governor’s staging plan are large events and at this point we do not see that phase coming <br />to fruition within the next three months for Happy Days. <br /> <br />Councilmember Menth stated that unfortunately Fire Chief Kohner is not present to provide input <br />as the Emergency Management Director. <br /> <br />City Administrator Ulrich stated that traditionally the police department has more involvement in <br />the Happy Days event and acts as the Assistant Emergency Management Director and can therefore <br />provide input if desired. <br /> <br />Councilmember Menth stated that he understands the rules are constantly changing. He stated that <br />some elements, such as the car show and bike ride, seem like events that could happen. <br /> <br />Acting Mayor Riley asked the drop-dead date for making the decision, as there is planning <br />necessary for those types of events. <br /> <br />Communications and Events Coordinator Thorstad estimated that an answer would be needed by <br />st <br />July 1. She stated that typically by this time of the year she has contracts signed and sponsors <br />obtained for the event. She stated that if the decision is made to go forward and then reversed <br />prior to the event, that would require a lot of staff work to reverse the funds that have been provided <br />through sponsors. <br /> <br />Acting Mayor Riley stated that he would prefer to use the next month to determine if some <br />activities could move forward. <br /> <br />Councilmember Kuzma suggested that the Happy Days event be canceled because of the liability <br />that would be placed on the City. He stated that if an event, such as a car show or bike ride, move <br />forward, those could be done separately as events. He stated that it would be fair to those that <br />work on planning Happy Days to let them know the event is not going to happen. <br /> <br />City Administrator Ulrich confirmed that staff would support cancelation of Happy Days and <br />would then seek direction on the type of outdoor events that could be held. <br /> <br />Acting Mayor Riley agreed that it would be hard to accommodate distancing for some of the Happy <br />Days events that are meant to draw people to together. <br /> <br />Councilmember Heinrich stated that the Happy Days name could be kept as it is positive <br />messaging for the community, whether or not the event is modified. She agreed that some <br />activities would bring many people into a small area and therefore would prefer a modified version <br />but with the Happy Days name. She asked if the parade could be done in a different way, along a <br />few different roads, or whether that would be too much from a public safety perspective. <br /> <br />Police Chief Katers replied that there are no parades allowed under the current orders.
