Councilmember Menth introduced the following resolution and moved for its adoption: RESOLUTION #20-149 RESOLUTION FORMALLY CANCELLING THE 2020 HAPPY DAYS FESTIVAL WHEREAS, Minnesota Governor Tim Walz’ current Executive Order 20-56 limits outdoor events and entertainment settings to less than 250 people until further notice; and WHEREAS, the City Attorney advises passing a Government Mandate to protect the City’s investment in its existing Happy Days contracts with Anderson Race Management and Hello! Booking Inc.; and WHEREAS, this government mandate will allow the City to reschedule its commitment with G.B. Leighton to a later date based on the language in the City’s contract with Hello! Booking Inc.; and WHEREAS, City staff has planned and prepared for a series of smaller, alternative events that could safely meet the Governor’s social-distancing guidelines based on the current Executive Order. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the Ramsey City Council hereby authorizes Staff to formally cancel the Happy Days Festival and continue preparations for a series of smaller, socially-distant activities referred to as Happy Daze. 2) That the Ramsey City Council hereby authorizes Staff to enter into negotiations with Hello! Booking Inc. to reschedule the Happy Days Main Stage Entertainment performance by G.B. Leighton; and The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Musgrove, and upon vote being taken thereon, the following voted in favor thereof: Mayor LeTourneau Councilmember Menth Councilmember Musgrove Councilmember Kuzma Councilmember Riley Councilmember Specht and the following voted against the same: None
