<br />Councilmember Menth introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-149 <br /> <br />RESOLUTION FORMALLY CANCELLING THE 2020 HAPPY DAYS FESTIVAL <br /> <br />WHEREAS, Minnesota Governor Tim Walz’ current Executive Order 20-56 limits <br />outdoor events and entertainment settings to less than 250 people until further notice; and <br /> <br />WHEREAS, the City Attorney advises passing a Government Mandate to protect the <br />City’s investment in its existing Happy Days contracts with Anderson Race Management and <br />Hello! Booking Inc.; and <br /> <br />WHEREAS, this government mandate will allow the City to reschedule its commitment <br />with G.B. Leighton to a later date based on the language in the City’s contract with Hello! Booking <br />Inc.; and <br /> <br />WHEREAS, City staff has planned and prepared for a series of smaller, alternative events <br />that could safely meet the Governor’s social-distancing guidelines based on the current Executive <br />Order. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That the Ramsey City Council hereby authorizes Staff to formally cancel the Happy Days <br />Festival and continue preparations for a series of smaller, socially-distant activities referred <br />to as Happy Daze. <br /> <br />2) That the Ramsey City Council hereby authorizes Staff to enter into negotiations with Hello! <br />Booking Inc. to reschedule the Happy Days Main Stage Entertainment performance by <br />G.B. Leighton; and <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Musgrove, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor LeTourneau <br /> Councilmember Menth <br /> Councilmember Musgrove <br /> Councilmember Kuzma <br /> Councilmember Riley <br /> Councilmember Specht <br /> <br />and the following voted against the same: <br /> <br /> None <br /> <br /> <br />
