Councilmember introduced the following resolution and moved for its adoption: <br />CITY COUNCIL RESOLUTION #20-158 <br />RESOLUTION ALLOCATING CORONAVIRUS AID, RELIEF, AND ECONOMIC <br />SECURITY ACT FUNDS (KNOWN AS CARES ACT FUNDS) TO ECONOMIC <br />RECOVERY ACTIVITIES <br />WHEREAS, on March 27, 2020 the President of the United States signed into law the <br />Coronavirus Aid Relief, and Economic Security Act (known as the CARES Act) that was passed <br />by the U.S. Congress in response to the COVID-19 Pandemic Outbreak; and <br />WHEREAS, the CARES Act included $339.8 Billion in relief under the COVID-19 <br />pandemic in the United States dedicated for State and Local Governments; and <br />WHEREAS, on June 25, 2020 the Governor of the State of Minnesota by Executive Order <br />under the current Emergency allowed for the distribution of $841 million in CARES Act Funds to <br />counties and cities within the State of Minnesota in accordance with the U.S. Treasury Guidance <br />based on a per -capital basis; and <br />WHEREAS, the City of Ramsey has received $2,038,029 in CARES Act Funding <br />allocation; and <br />WHEREAS, on July 28, 2020 the City of Ramsey adopted a Resolution Accepting the <br />CARES Act Funds through the State of Minnesota and established allocations into two broad <br />categories: Local Government and Economic Recovery; and <br />WHEREAS, the CARES Act allows local governmental units to provide small businesses <br />that meet legal requirements to provide assistance to defray the costs of business or service <br />interruptions incurred by required closures, those businesses that voluntarily closed to promote <br />social distancing measures, or businesses that are affected by decreased customer and service <br />demand as a result of the COVID-19 Public Health Emergency. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY, ANOKA <br />COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Ramsey City Council authorizes the allocation of $215,000 of CARES Act <br />funds to the category of Economic Recovery to be utilized as follows: <br />• Business Relief Grant Program $200,000 <br />• Administration Costs $ 15,000 <br />Adjustments to the allocations between categories may be made by Resolution at future City <br />Council Meetings. <br />
