CASE # <br /> <br /> PUBLIC HEARING ON IMPROVEMENT PROJECT #05-24 <br />STREET GRADING AND PAVING OF SAINT FRANCIS BOULEVARD <br />FRONTAGE ROAD SOUTH OF 160TM LANE <br /> By: Steven J Jankowski, City Engineer <br /> <br />Background: <br /> <br />The City received a petition for street grading and pavement improvements to the Saint <br />Francis Boulevard frontage road located south of 160th Lane from all three of the <br />residents fronting along this street. A feasibility study has been prepared by City staff for <br />this proposed improvement which was reviewed by the Public Works Committee on <br />IV[arch 15, 2005. City Council ordered a public hearing for tonight's meeting on March <br />22, 2005. <br /> <br />Attached to this case is a copy of the feasibility study which outlines the above <br />improvements. Notice has been sent to all benefited property owners as required by City <br />Code and Minnesota Statues Chapter 429 along with a copy of the feasibility study. <br /> <br />The existing street consists of a graded native sand base roadway with rural roadside <br />ditches on both sides. The roadway is approximate 21 feet wide for a length 700 feet <br />south of 160th Lane. This segment is terminated with an egg shaped cul de sac which is <br />approximately 80 feet long and 60 feet wide. This existing roadway is not centered within <br />thc 45 foot right of way that is dedicated for this service road on the plat of the Hall <br />Anderson subdivision. Instead it appears that the east edge of the roadway is located on <br />the east right of way. <br /> <br />This project proposes to grade and pave the roadway to a width of 32 feet with 24 feet <br />dedicated for roadway purposes and the western eight feet reserved for trail use. The <br />pavement section shall consist of 4 inches of class 5; two inches of bituminous base <br />course and 1.5 inches of bituminous wear course. The additional 11 feet of width <br />necessary for this proposal would be accommodated by extending the pavement <br />westward from the existing traveled dirt street alignment. This would result in the <br />,ax/sting residences being located between 45 to 55 feet from the edge of the paved <br />roadway. <br /> <br />Irt order to confine the widened roadway to the 45 foot right of way reserved for the City, <br />and to minimize impacts to existing landscaping it has been proposed to install a <br />bitulninous berm curb along the western edge of the pavement. The southern terminus of <br />thc roadway shall be provided with a 70 foot diameter cul de sac. This is approximately <br />l0 feet wider than the existing dirt cul de sac. It will be necessary to install a storm <br />cul vert along TH 47 to maintain the drainage from the highway. <br /> <br />-123- <br /> <br /> <br />
