BACI,CGROUND

Routine t'nair~tenance is the most economical method for safeguarding the public investment in
bitkmainous paved streets. The bituminous street surface weakens as a result of sunlight
expr)sure, p[ecipitation, freeze/thaw cycles and traffic loading. As a result, the asphaltic
components of the bituminous becomes brittle and susceptible to cracking. Once .water is able to
penetrate surface cracks into the road base, pavement deteriorates at an accelerating pace. To
avoicl this rapid deterioration, it is the goal of the City to address the preventative maintenance
needs of' its street system on a periodic basis.

TI'm constructiol~ and maintenance his?ory of the pavements proposed for the 2005 Street
Mai~tenance Program is presented in Appendix A.

The 2005 program consists of eight individual projects. Projects 05-01 through 05-05 which
includes.13.55 miles of City streets, will receive a sealcoating preceded by sealing of cracks
having widths which exceed one, quarter inch.' Projects 05-06 and 05-08 which in.volve 6.95
miles of street, will receive a one and one-half inch bituminous overlay .of the existing
bitm'nJnons pavemem. The goal of sealcoating is to restore the imperviousness of the pavement.
Eliminating water and pavement oxidation retains the flexibility of bituminous pavement.
Sealcoating also adds skid resistance as a secondary benefit. Unlike sealcoats which only
preserve the flexibility of the bituminous, an overlay provides additional strength to the
pavement structure as well as a tike new surface.

Each project has been delil~eated so as to include streets of like construction and condition and
taavil~g benefited lots of similar size. Most often, projects are delineated by individual
subdivisions or streets. Project 05-01 involves the first sealcoating of recently constructed streets.
These streets have been ~ouped into a single project because funding for this first sealcoat is
being provided by a developer escrow. There will be no assessments associated with this project.
Project 05-02 consists of sealcoating a section in the southeastern portion of the city which is
comprised of 29 individual subdivisions having urban sized lots. This project also includes a few
segments of' streets in unplatted areas adjacent to these subdivisions. The remaining sealcoat
projects, 05-03 through 05-05, consist of single subdivision or pairs of subdivisions which have
sim/Ira-areas of: street surface per benefited lot. Project 05-06 through 05-08 are overlay projects
v,/hich consist of groups of subdivision or unplatted areas having similar areas of street surface
/Der benefited lot.

The streets scheduled for maintenance are illustrated in Figure 1. All streets proposed for the
prog~-mn have received a preliminary survey by the City Engineer and Public Works Supervisor.
/x pr)st winter survey will be conducted prior to awarding bids in June. Appropriate project
a~l. iu.~itnents ,~vill be made if any of the scheduled projects are deemed to be inappropriate for
aealcr)atting due to actvanced deterioration. ~

-153-
