11 <br /> <br /> REQUEST FOR FINAL SITE PLAN REVIEW <br /> FOR tLAMSEY MUNICIPAL PARKING FACILITY <br /> CASE OF CITY OF RAMSEY <br />By: Patrick Trudgeon, AICP, Community Development Director ' <br /> <br />Background: <br /> <br />The City of Ramsey is proposing to develop a four-story, 800 stall parking structure in the <br />core of the Ramsey Town Center. The parking structure is proposed to be built in two <br />phases. The first phase w/Il occur in 2005 and construct'590 stalls. The second phase <br />will occur in 2009 and is proposed to construct an additional 210 stalls. The parking <br />structure will serve the parking needs for the Town Center core, the adjacent Ramsey <br />Municipal Center, and present and future transit services (Park and Ride, Northstar, etc.) <br />The structure will be located on Civic Center Drive with an access from Sunwood Drive. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />City Council Meeting Minutes dated March 8, 2005. <br />City Staff review letter dated May 6, 2005 <br /> <br />Notification: <br /> <br />Notice of the project was sent out at the time of preliminary site plan review. <br /> <br />Observations: <br /> <br />The preliminary site plan for the Ramsey Municipal Parking Facility was approved on March <br />8, 2005. The approval of the site plan was contingent upon compliance with StaffReview <br />Letter and the platting of the property. As the City Council knows, the preliminary plat of <br />Ramsey Town Center 5th Addition was approved by the City Council on APril 26, 2005. The <br />final plat will be considered by the City Council on May 24,'2005. <br /> <br />The architecture and design of the structure is consistent with what was approved as part <br />of the preliminary site plan. The structure will have four different architectural finishes. <br />They will consist of a buff applied finish along the top of the structure; a buff form <br />finished precast stone finish at the base of the columns; red modular brick will be used <br />extensively on the lower levels and the ends of the structure; and finally a reddish brown <br />applied texture finish will be utilized on the middle levels. Staff took a hard look at the <br />budget and the design of the building to make sure that we had a quality building while <br />not exceeding the budget. The use of these materials as well as the design Changes <br />ordered as part of the preliminary site plan has kept the project within budget... <br /> <br />There will be no direct landscaping installation as part of this project. The landscaping <br />proposed along the south side of the building (Civic Center Drive) will be installed as part of <br />the streetscape improvements done by RTC LLC.
