Another step in the process is to identify sites for future
intcrchanges and start preliminary design on the interchanges. The City entered into an
agreement with MN/DOT in November 2004 for cost sharing of design fees. MN/DOT will
administer federal funds that will cover 80%, up to $188,083.27, of the design fees. The city
portion is 20% which is $47,020.93.

Requests for proposals were sent to qualified consultants in December 2004. Proposals were
received from two teams. The proposals were evaluated based on qualifications in February
2005. The evaluation team included city staff, a representative from Anoka County Highway
Dcpartment and a representative from MN/DOT. The evaluation team determined that the team
co]nprised of the Tinklenberg Group, SEH and Rani Engineering submitted the more responsive
proposal.

Staff Recommendation:

Staff recommends entering into a contract with the team comprised of the Tinklenberg Group,
SEt-I and Rani Engineering for preliminary design of the Trunk Highway 10 interchanges, for a
not: to exceed amount of $47,020.93.

Council Action:

Motion to approve the contract with Tinklenberg Group, SEH and Rani Engineering for
preliminary design of the Trunk Highway 10 interchanges, for a not to exceed amount of
$47,020.93.

Reviewed by:
Assistant Public Works Director/Principal City Engineer

CC: 5/10/05

-317-
