Counci hnember Elvig concurred.

Mayor Gamec noted the consensus of the Council is to eliminate the Planning Commission
suggestion of the sidewalk intersecting the driveways.

Councihnember Jeffrey asked if there would be a pedestrian connection point next to Unit 17 to
mirror the connection by Unit 18.

Commnnity Development Director Trudgeon replied this would make sense and can be looked
at.

Cout~cilmember Strommen expressed concern that the access that would go down to Ramsey
Parkway would encourage people to cross Ramsey Parkway away from the comer to get to the
swoosh park. She suggested looking into a pedestrian crosswalk across Ramsey Parkway at the
point o l' the pedestrian connection.

Assistant Public Works Director Olson indicated staff can look at that possibility.

Councihnember Cook commended the developer on the different facials on the buildings with
thc diversity and the different colors.

Public Works Director Kapler indicated he would like it to be on record that more detail is
needed about the infiltration basins. He expressed concern if the landscaping will require any
type ol' burning as part of the maintenance.

consensus of the Council was that staff should draft a policy prohibiting burning in the
residential area of Town Center.

Assistant Public Works Director Olson advised the D.R. Horton first phase included rain gardens
that thc Council approved, which would test the effect of rain gardens. Staff was informed the
plants iii these areas would be a water resistant material that could have the character of more of
a flowering type plant.

Council member Elvig noted the Council had discussed the rain gardens being of questionable
eft'cci. The determination had been to try some out, but not to adopt rain gardens as an overall
plan fro' the Town Center. He asked how many rain gardens are currently in effect in the Town

Assistant Public Works Director Olson replied the rain garden in D.R. Horton's first phase was
graded but does not have established plant growth yet.

Councilmember Elvig stressed the need for the City to monitor the rain gardens and their
,,~'fl"cctivcncss.

City Council/April 26, 2005

-53-
