pro vided, for in the WCA when development occurs in the vicinity of wetlands. Through <br />thc implementation of this Section, the City seeks to accomplish the following purposes: <br /> <br /> (a) To satisfy the requirements of the WCA as it may be amended and, thereby <br />achieve no net loss of wetlands within the City; <br /> <br /> (b) To preserve the natural character of the landscape through the maintenance of <br />welland ecosystems; <br /> <br />(c) To preserve scenic viewsheds; <br /> <br /> (d) To establish greenway corridors in the City when combined with appropriate <br />upland features; <br /> <br /> (e) To ensure water quality by maintaining the ability of wetlands to recharge <br />ground water and receive the discharge of ground water, to retain sediment and toxicants <br />and filter and strip nutrients from surface water runoff before it discharges into <br />corn munity lakes and streams, thus avoiding the contamination and eutrophication of <br />these water features; <br /> <br /> (f) To provide wildlife habitat and thereby support the maintenance of diversity of <br />both plant and animal species within the City; and <br /> <br /> (g) To put in place a means of baselining the existing wetlands/n the City in order <br />to determine if the buffbring policies are effective in maintaining wetland quality upon <br />development. This monitoring should include but is not limited to water quality <br />meast~res, flora analysis and biological surveys. <br /> <br /> Subd. 2. It is the purpose of this Section to assure the general health, safety, and <br />welfare of the residents through preservation and conservation 'of wetlands and sound <br />management of development by: <br /> <br /> (a) Conducting an inventory of all natural and constructed wetlands within the <br />CJ ty; <br /> <br /> (b) Developing a system of classification for wetlands within the City based on <br />wetland fimctions and values, through the application of an assessment method accepted <br />under th.c WCA. <br /> <br /> (c) Preparing and maintaining a comprehensive set of official maps identifying <br />the location and classification of all inventoried wetlands within the City. <br /> <br /> (d) Establishing wetland regulations that are coordinated with flood plain, <br />shoreland protection regulations and stormwater management. <br /> <br />?,amsey Wetland Protection Ordinance - May 5, 2005 Draft <br />Page 3 <br /> <br /> <br />
