<br />Councilmember Menth introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #20-186 <br /> <br />RESOLUTION TEMPORARILY SUSPENDING OFF-PREMISE ADVERTISING <br />RESTRICTION ON DYNAMIC DISPLAY SIGNS <br /> <br />WHEREAS, <br />the current COVID-19 Pandemic has had a negative economic impact to <br />our local businesses; and <br /> <br />WHEREAS, <br /> the State of Minnesota continues to be in a Peacetime State of Emergency; <br />and <br /> <br />WHEREAS, <br />the City of Ramsey has made several previous adjustments to rules, <br />regulations and financial assistance programs aimed at assisting our local business community. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br /> <br />1) That the City Council of the City of Ramsey hereby temporarily suspends enforcement of <br /> <br />the restriction on off-premise advertising on dynamic display signs. <br /> <br />2) That this temporary suspension of enforcement will automatically expire upon lifting of <br />the State of Minnesota Peacetime Emergency Declaration. <br /> <br />3) That any dynamic display sign owner is responsible for obtaining a Temporary Sign Permit <br />for purposes of this exemption and is responsible for acquiring any other applicable permit <br />including, but not limited to the Minnesota Department of Transportation (MnDOT). <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Kuzma, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor LeTourneau <br /> Councilmember Menth <br /> Councilmember Kuzma <br /> Councilmember Musgrove <br /> Councilmember Riley <br /> Councilmember Specht <br /> <br />and the following voted against the same: <br /> <br /> None <br /> <br />and the following abstained: <br /> <br /> None <br /> <br />
