Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #20-188 <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT <br />FOR BLUE COTTAGE FARMS TO OPERATE AN EVENT CENTER <br />ON 5552 179TH LANE NW IN THE CITY OF RAMSEY <br />RECITALS <br />1. Rachel and Christopher Massmann, hereafter referred to as "Applicant", has properly applied for <br />a Conditional Use Permit to operate an event center known as Blue Cottage Farms on the property <br />generally known as 5552 179`" Lane NW, on the land legally described as <br />The Southwest Quarter of the Northwest Quarter of Section 1 Township 32 Range 25, Excluding <br />Part Platted as Riverwood Hills Plat 1 and Excluding Roads and Easements of Record, Anoka <br />County, Minnesota (the `Subject Property'); and <br />2. The Subject Property is approximately 13.1 acres in size; and <br />3. The Subject Property is zoned R-1 Rural Residential District; and <br />4. The Subject Property is adjacent to other R-1 Rural Residential lots ranging from less than one <br />(1) acre in size to forty (40) acres in size, and a religious use to the west; and <br />5. The Planning Commission met and held a public hearing on September 3, 2020 and the minutes <br />of such are incorporated by reference; and <br />6. The Applicant has requested a Zoning Text Amendment to allow event centers on residential <br />properties; and <br />7. This permit shall be contingent upon said Zoning Text Amendment; and <br />8. Blue Cottage Farms hosts weddings, graduation parties, reunions, birthday parties, bridal <br />showers, and other similar events; and <br />9. The Subject Property has a barn that would be used for smaller events, and larger events would <br />take place outside and utilize the barn as a backdrop. No events would take place in the home on <br />the property; and <br />10. Whereas the Barn on the Subject Property is approximately 1,100 square feet; and <br />11. The City Council reviewed and approved the requested on September 22, 2020. <br />FINDINGS OF FACT <br />1. That the proposed use will not adversely impact traffic in the area. <br />2. That the proposed use will not be dangerous or detrimental to persons residing or working in the <br />vicinity of the use or to the public welfare. <br />
