CC Regular Session 6.2. <br />Meeting Date: 06/09/2020 <br />By: Chloe McGuire Brigl, Community <br />Development <br />Information <br />Title: <br />PUBLIC HEARING: Introduce Ordinance #20-14 Vacating Drainage and Utility Easements and adopt Resolution <br />#20-122 approving Final Plat and associated subdivisions (Case of Capstone Homes and City of Ramsey); Project <br />19-149 <br />Purpose/Background: <br />The purpose of this case is to review two (2) items related to the Puma Street realignment project, including a final <br />plat for a parcel split of the existing road area, and the vacation of the underlying drainage and utility easements. <br />Both of these items are standard processes for the City of Ramsey during this type of street reconstruction project. <br />Notification: <br />Public Hearing notices were sent via Standard US Mail to Property Owners within 700 feet of the Subject Property, <br />as reflected by Anoka County Property Records. A notice was published in the Anoka Union Herald, the City's <br />official newspaper. <br />Observations/Alternatives: <br />Resolution 2#0-122 <br />• Parcel Split: The attached Parcel Split document shows the proposed parcel split for existing Puma Street <br />NW. When existing Puma Street NW is vacated, Statute requires that the western half is vacated to the <br />property directly adjacent to the west, and the eastern half is vacated to the property directly to the east. There <br />are different ways that roads are dedicated to the City - some are dedicated to the City and others are on <br />easement. This road was set up in different ways, and a Parcel Split is the cleanest way to vacate the right of <br />way and follow Statute. This step is required if the Puma Street realignment project moves forward. <br />Ultimately, this is an intermediate step to allow the ultimate plat creating the right of way for realigned Puma <br />Street. <br />• Final Plat: This Final Plat is for the realignment of Puma Street NW with Alpine Drive NW. The existing <br />land is owned by the City. The City would retain a portion for right of way for Puma Street. The anticipated <br />use of the remainder would be sold to the adjacent developers to be incorporated into their project. The NW <br />corner is under purchase agreement from Capstone Homes for homes seen in their approved Preliminary Plat. <br />Ordinance #20-14 <br />• Right of Way Vacation: In order to realign Puma Street NW, the existing Puma Street must be vacated. This <br />step must be approved via an Ordinance from the City Council per City Code. <br />• Drainage and Utility Easement Vacation: In order to realign Puma Street NW, underlying drainage and <br />utility easements must be vacated along the edges of the existing property. New drainage and utility <br />easements will be dedicated with the Final Plats for the road realignment (Alpha Development 2nd Addition) <br />and Riverstone 4th Addition. This process ensures clean title work and keeps the process running smoothly <br />with Anoka County. <br />Funding Source: <br />The Applicant is responsible for all costs associated with project. <br />Recommendation: <br />
