P.W. CASE #: <br /> <br /> ELMCREST PARK CONCEPT PLAN <br />By: Mark D. Boos, Parks & Utilities Supervisor <br /> <br />Background: <br /> <br />The recent history of Elmcrest Park begins with/ts 1999 acquisition, naming, and the receipt <br />of a $100,000 grant award in 2000 for soccer fields and other improvements. In December of <br />2000, City Council accepted the grant and designated an additional $262,000 in Park Trust <br />Fund monies for the first phase of development. <br /> <br />The Elmcrest Park Concept Plan Steering Committee met in January and February. The next <br />scheduled meeting is March 1, 2001. The Committee is led by Mike Rolfe and Jill Johns with <br />the following residents serving on the concept plan project; <br /> <br />Joni and Neil Ballweber <br />Margaret Connolly <br />Jenny Duff <br />Ron Hetland <br />Rick Kocon <br />Mike Max <br /> <br />Rick Morris - RYAA <br />Richard Quaal - RYAA <br />Kathleen M. Sweet <br />Howard Towle <br />Jim Way - Police Dept. <br /> <br />Observations: <br /> <br />At the February 1, 2001 meeting there was consensus on the general siting of the phase one <br />improvements (staff is to prepare a plan for the March meeting) and on the immediate need to <br />pursue an access on to Trunk Highway #47. The Committee was also in agreement with the <br />access report on the preferred alignment. <br /> <br />Attached to this case is the above access report on the parks egress/ingress options. As <br />indicated, the Committee wanted to explore option 2 as soon as possible so as to develop the <br />overall park design in consideration of the only probable near-term vehicle accesses. <br /> <br />The purpose of this case is to apprise the Committee and City Council on the Concept Plan <br />process and to request staff be authorized to contact the owner(s) of the dwelling across from <br />164"~ Lane N.W. for acquisition discussions. Staff would also begin the process of review of <br />this location with MnDot at the same time. <br /> <br />A recommendation for funding the proposed Trunk Highway #47 entrance would be <br />examined by the Park and Recreation Commission after the initial information was gathered. <br /> <br /> <br />
