P.W. CASE #: 2

LANDSCAPING ON TRUNK HIGHWAY #47
By: Steve Jankowski, City Engineer

Background:

On March 2, 2001 the City received from MnDot Landscape Partnership Agreement No.
81470 which is attached to this case. Also attached is a draft resolution which needs to be
passed by the City Council to enter into this agreement with the State of Minnesota as well as
the landscape plans and a tabulation of plant materials which would be provided by the state
under this agreement.

In summary the landscape plans identify the following areas along the Trunk Highway #47
corridor for landscape beautification under this program:

a) The highway side of the sound wall (east side of Trunk Highway #47). The planting will
consist of two varieties of lilacs, accented with lower growing flowering scrubs.
b) Pond A (Lord of Life Church easemenO. Planting will consist of wet prairie grasses near
the water line of the pond. The far side of the pond will have water tolerant shrubs
including willow, dogwood, false indigo and hazelnut.
c) Pond B (northwest corner of Sunwood Drive/Trunk Highway #47). Landscaping around
Pond B is similar to Pond A, except that the native prairie planting extends up to the right-
of-way lines of Sunwood Drive/Trunk Highway #47.
d) Trott Brook Cemetery. The right-of-way along the cemetery will be planted with native
perennials.

It should be noted that this grant does not include the planting of the highway median. At this
point staff has been directed to investigate the cost of establishing a median planting similarly
to that of the City of Andover along Bunker Lake Boulevard. Preliminary estimates have
been made, however staff wishes to confirm these estimates. A report on these costs can be
presented at the meeting.

The MnDot agreement requires the City to obtain all necessary easements. The City has all
necessary easements. The estimated cost of materials is $11,236.00, however, the maximum
amount that MnDot will participate in is $20,000. The City is responsible for installation and
perpetual maintenance.

Committee Action:

Recommend approval of passing the
Partnership Agreement No. 81470.

enabling resolution to

enter into MnDot Landscape

Reviewed by:

City Administrator
Director of Public Works
City Engineer

PW: 03/20/01
