City Administrator Norman explained this issue was on the agenda tonight to get input from the
Council as to whether staff should proceed in hiring consultants if they are stonewalled in trying
· to deal with the Northstar Development Authority. However, they are receiving assurances from
Representative Hans Steffen that the City should take a good look at the model, which should be
public inJbnnation.

2) Tmvn Center Community/Fitness Center

(5ty Administrator Norman reviewed that at the March 29th work session the Council requested
more information about the community center process that took place in the late 1990's. He
distributed thc feasibility study that was prepared and the citizen survey that was conducted, and
indicated the information will need to be updated. He explained the architectural firm hired at
that time was BWBR, which was the firm the city of Anoka preferred to work with. He advised
thc City should be in the lead of what they want for this community center. There is a hotel
proposed across the street from Town Center, which may be the partner for the pool or water
park within the community center. It may be a different model than what has been done in other
cities recently. He would suggest working with an architect so the City can determine what the
.makc up should be before entering into dialogues with the hotel or interested athletic facilities.

Com~cilmember Elvig noted this information, as well as the market studies for Town Center,
could bc helpful to an architect. One question would be the cost of the architect. He indicated he
is anxious to know what HealthQuest is considering.

City Administrator Norman replied he has had two meetings with HealthQuest, and they see
themselves as a part of a facility, but not the entire project. HealthQuest does not desire to lead
this process.

~lhe consensus of the Council was to direct staff to obtain three RFP's from architectural firms,
and that thc architectural firm that is chosen would be provided with the feasibility study and
citizen survey obtained in the late 1990's.

Mayor Gamec suggested community center tours be set up for June.

Councilmember Jeffrey clarified the RFP's will be utilized to bring in an architect to assist the
City in building a concept plan that the City can utilize to put them in the lead of this project
when dealing with interested parties.

(',ity Administrator Norman explained that at this time a feasibility study including dollar
amounts would be completed.

3) Northstar Corridor - Ramsey Station and Commuter Bus

Moved t~p in thc agenda to precede Case No. 2.

City Council Work Session/April 5, 2005
