('ouncilmcmber Elvig noted the bid is under the $50,000 amount that actually requires the bids, which provides the City with the latitude of not taking the lowest bid, but the most appropriate bid. I'olicc Chief Way explained when this is put out for bid the process must be followed, which has been done. It was included in the bids that the City would not necessarily be taking the lowest bid, but the bid that worked best for the City. Councihnember Pearson indicated he received a report that shows a fair amount of trouble in the way the sirens were functioning. I'olicc Chief Way replied that report was sent by Central Communications. When he became Police Chief tie decided to physically go out and listen to the sirens because he did not believe these reports to be true. The City ended the contract with Central Communications because he did not think they were getting what they were paying for. The thing that matters with the sirens is that when the button is hit at Central that the siren goes on. ('.ouncilmcmber Pearson asked if Police Chief Way is confident the sirens are working properly. Police Chief Way responded in the affirmative. ('ouncilmcmber Strommen indicated Councilmember Pearson's concerns were also discussed during the Finance Committee meeting. Based on Police Chief Way's response the Committee voted to recommend following the staff recommendation to authorize contracted replacement of ibc ouldoor warning sirens be awarded to American Signal Corporation. 3) 2005 Anoka Aquatic Center Contribution Counciln]cmber Strommen explained the City has supported the Anoka Aquatic Center with a cash conlribution for the past seven years. The funding has been obtained from the LawTul (iambling Fund, The Finance Committee voted to recommend authorization of $4,000 for the Anoka Aquatic Center to be funded from the Lawful Gambling Fund. ¢~ouncihncmber Elvig noted Ramsey residents receive a lower user fee at the Aquatic Center. Mayor Gamec asked if the Lawful Gambling Fund has always been used for this fee. Finance Officer [,tmd responded in the affirmative. Motion by Councilmember Strommen, seconded by Councilmember Olson, to ratify the recommendation of the Finance Committee in Cases 1 through 3 and to adopt Resolution//05- 04-096 authorizing the transfer of funds from the Council Contingency Fund for the China Sister (;ity Program; to adopt Resolution #05-04-097 authorizing the contracted equipment replacement of two (2) outdoor warning sirens with American Signal Corporation, per the terms and ,:onditions of the contract, and to adopt Resolution #05-04-098 authorizing $4,000 for the Anoka Aquatic Center to be funded from the Lawful Gambling Fund.
