P.W. CASE #: 3

UPDATE ON COUNTY ROAD #116 CORRIDOR STUDY
By: Steve Jankowski, City Engineer

Background:

In May of 1999 the City Council approved entering into a joint powers agreement with
Anoka County and the City of Anoka to perform a corridor study along County Road
#116. This agreement outlined the division of costs for the project as follows: Anoka
County 50%; City of Ramsey 35%; City of Anoka 15% the total estimated cost to
perform study is estimated to be $40,000 - $50,000.

In addition to the joint powers agreement, a draft of a Request for Proposals outlining the
scope of the study and procedure for selecting a consultant to perform the work was
obtained by the City of Ramsey and submitted to the County and the City of Anoka for
review and comment.

Both of these documents were submitted to the County in 1999. Again on March 9, 2001
the draft RFP was resubmitted to the County and the City of Anoka in and effort to
initiate this study.

Recently the County Engineer suggested verbally that the City might consider being the
lead agency in managing this corridor study since it apparently is a higher priority for the
City than the County.

Attached to this case is the joint power agreement and draft RFP associated with the
study. If the City were to become the lead agency on the corridor study a new joint
powers agreement would be needed to reflect that rote.

Committee Action:

The Committee needs to determine whether the City is willing to assume the role of lead
agency on this study, and if so should recommend such to Council, and direct staff to
prepare a revised joint powers agreement and solicit proposals for conducting the study.

Reviewed by:

City Administrator
City Attorney
Director of Public Works

PW: 05/15/01
