A Policy Regarding the Placement of the <br /> Wear Course on New Streets <br /> <br />Purpose: <br /> <br />While the delay in the placement of the wear course of bituminous does minimizes <br />surface marring of the finished street surface while new building construction activity is <br />taking place, there are negative impacts associated with this delay. The purpose of this <br />policy is to establish a reasonable period for the delay in constructing this element of the <br />street infrastructure and to establish requirements for the interim period between the <br />placement of the curb and gutter and the bituminous wear course. <br /> <br />Policy: <br /> <br />1. The bituminous wear course shall be placed no longer than one calendar year <br /> following the installation of concrete curb and gutter. <br />2. During the period between the placement of the base course and the wear course <br /> all underground utility appurtenances shall be made flush to the top of the base <br /> course no later than October 1st, or shall be wedged with bituminous so as to <br /> facilitate snow plowing over the appurtenances. <br />3. Prior to the placement of the wear course all cracks in the concrete curb less than <br /> ¼ inch in width shall be routed and filled with an approved filler. All spalls <br /> greater than 2 inches in diameter shall be filled with an approved epoxy patch <br /> material. Any curb sections xvith defects greater than described above shall be <br /> removed and completely replaced. Where the amount of damaged curb to be <br /> replaced exceeds 40% of the total length of the curb, 100% of the curb shall be <br /> removed and replaced. <br /> <br />Implementation: <br /> <br />This policy shall become effective immediately upon adoption by City Council <br /> <br />46 <br /> <br /> <br />
