CASE <br /> <br />CITIZEN PETITION SEEKING AMENDMENT OF CHAPTER 8 <br />RAMSEY CITY CHARTER <br /> By: Jo Thieling, City Clerk <br /> <br />Background: <br /> <br />As you know, the City Clerk received a petition from a group of citizens on April 4, 2005, to <br />amend Chapter 8 of the City Charter. We have attached the previous case on this subject which <br />you reviewed on April 23, 2005. This also includes the informational memo from Attorney <br />Goodrich. <br /> <br />As of this writing, the City Council has scheduled special meeting for May 18, 2005, at 7:00 p.m. <br />at Fire Station No. 1. The Charter Commission is, of course, invited to attend that meeting. The <br />purpose of the special City Council meeting is to receive from the City's legal counsel their legal <br />opinion concerning the constitutionality of the petition amendment language. Therefore, when <br />the Charter Commission meets on May 19, you will have the benefit of the City's legal position <br />on the proposed Charter amendment and the special election status. Staff suggests that the <br />Charter Commission's action on May 19th will be dependent upon the action taken at the City <br />Council on May 18th. <br /> <br />Sin. cc your meeting on April 23, Charter Commission member Ben Deemer has retained an <br />attorney who has written the City a letter dated May 6, 2005, a copy of which letter is attached. <br />The Charter may want to review this letter with the City Attorney. <br /> <br />Commission Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />City Clerk <br />City Attorney <br /> <br />Charter: <br /> <br />05/19/05 <br /> <br /> <br />
