PW CASE # 1

POTENTIAL RUM RIVER TRANSPORTATION CROSSING
By: Steven J. Jankowski

Background:

Staff was directed to review the concept of a bridge crossing of the Rum River in the
proximity of the Boy Scout Camp.

Observation:

In 1993 a Comprehensive Plan update was prepared by RLK Associates, Inc. Between
January 1995 and February 1996 work was conducted on the transportation element of
this plan by Biko Associates, a sub contractor to RLK, Inc. Attached is a memorandum
prepared by Biko, which addresses several elements which relate to the major
transportation issues of this plan, including the crossing of the Rum River. Also attached
is testimony presented at the public hearing held on the plan in March of 1995. After this
public hearing, the crossing was eliminated from further considerations.

A map illustrating the area surrounding the Boy Scout Camp is attached. Several
considerations are offered.

(1) 160TM Lane and T.H. 47 is identified as a future signalized crossing
according to the Highway 47 corridor study.

(2)

159th Avenue on the Andover side of the river is a collector street, which
would feed directly into CR 58, and indirectly into CR 20.

(3) Elmcrest Park will soon provide another traffic destination in the area.

Committee Action:

Based on discussion

Reviewed by:

Director of Public Works
Parks/Utilities Supervisor
Street Maintenance Supervisor

PW: 10/16/01
