Councilmember Hendriksen inquired as to the status of the speed trailer.

City Engineer Jankowski replied that the trailer has been delivered to the City.

Councilmember Hendriksen inquired as to how much preliminary work staff could do using the
speed trailer.

City Engineer Jankowski replied that the speed trailer could count the amount of cars, but an
observation needs to be completed of turning movements.

Councihnember Hendriksen stated that he thinks there is an advantage to having someone do a
preliminary look at the intersection prior to the study to determine if the intersection is even close
to meeting the warrants for signalization.

City Engineer Jankowski stated that survivability of the plants in the median would not be good
and for that reason Mtff)OT will not sign off on any plantings in the median.

Councilmember Zimmerman stated that he has been asked by residents whether or not the City
maintains the landscaping along streets.

City Engineer Jankowski replied that staff does some watering as well as re-planting of dead
trees.

Councilmember Anderson inquired as to why Andover was permitted to have plantings within
their median.

City Engineer Jankowski explained that Andover installed an irrigation system in their median.

Councilmember Anderson inquired if it would be possible to use some type of plant, such as
vines, to soften the paneled highway look.

City Engineer Jankowski replied that several types of vines don't grip onto treated wood, but he
did talk to MnDOT about the possibility of planting lilacs or lower growing shrubs.

Councilmember Kurak inquired if the trees will be planted on turf or wood shavings, because if
they are planted on turf, it will be very difficult to mow around and can become unsightly.

City Engineer Jankowski replied that the trees behind the wall will more than likely have mulch
around the base of the tree. The berm will be seeded and then there would be wood shavings
around the trees. The maintenance would be up to the City.

Councilmember Zimmerman requested that staff put together a cost of an irrigation system for
the median.

Public Works Committee/January 16, 2001
