Mayor Gamec stated that those funds were designed to help small cities who could not afford to <br />pay for the lines. In most cases it was not used for residential development. <br /> <br />Ms. Stanley replied that the information indicated that 24 percent of the funds go to private <br />projects. <br /> <br />Councilmember Hendriksen stated that if there is sufficient demand for the services than they <br />will be installed. What Ms. Stanley is doing is asking for City sewer and water so she can sell <br />some of her land and have her neighbors help pay for the cost. <br /> <br />Ms. Stanley replied that she thinks that there are people who may not sign a petition to stop the <br />project if the City Council were to initiate it. She felt that some of her neighbors feel that they <br />are being put in the middle of the situation. <br /> <br />Mayor Gamec stated that if the majority of the property owners opt out the project then there are <br />not enough funds to complete the project and he would not support placing that cost on the City. <br /> <br />Councilmember Hendriksen stated that the "due on sale clause" is not something that is covered <br />in the Charter Amendment, but is something that is in City ordinance which is contrary to what <br />the Charter says. If he was one of Ms. Stanley's neighbors he would petition against the project <br />because it places an encumbrance on his property if he were to sell. <br /> <br />Ms. Stanley replied that she is trying her best to work with the City Charter. She stated that she <br />does not see the assessment charge as an encumbrance because if a property is being sold the <br />assessment is negotiable during the sale of the property. <br /> <br />Consensus of the Committee was that funding for such a project was unlikely and recommended <br />denying the request to initiate a feasibility study on the extension of sewer and water to Pondvale <br />Estates. <br /> <br />COMMITTEE INPUT <br /> <br />1. Discussion on Improvement Project #00-21 (143rd Avenue N.W. Sewer and Water) <br /> <br />City Engineer Olson noted that a tentative date of May 5, 2001 has been set for the utilities. <br /> <br />2. Specifications and timetable of Water Tower #2 <br /> <br />City Engineer Jankowski noted that the height of the tower is 170 feet above grade and could <br />accommodate up to 48 antennas. The next water tower is proposed to be constructed in 2009 in <br />the vicinity of Armstrong Boulevard.
