Committee with an access report on the parks egress/ingress options. The Elmcrest Committee <br />wanted to explore option #2 as soon as possible so as to develop the overall park design in <br />consideration of the only probable near-term vehicle accesses. The purpose of this case was to <br />apprise the Committee and City Council on the concept plan process and to request staff be <br />authorized to contact the owner(s) of the dwelling across from 164th Lane N.W. for acquisition <br />discussions. Staff would also begin the process of review of this location with MnDOT at the <br />same time. A recommendation for funding the proposed Trunk Highway #47 entrance would be <br />examined by the Park and Recreation Commission after the initial information was gathered. <br /> <br />Councilmember Hendriksen inquired if the City had right-of-way on option #2. <br /> <br />Parks/Utilities Supervisor Boos replied that the City would have to acquire property for that <br />access and noted that the property is currently for sale. <br /> <br />Councilmember Zimmerman stated access #1 would run a lot of traffic into an existing <br />neighborhood, access #3 is an area where there has been two fatalities, and #4 would require <br />crossing a ditch and include large costs. <br /> <br />City Engineer Olson replied that access #2 is definitely the safest and would not require anything <br />to be done along T.H. #47. <br /> <br />Councilmember Zimmerman inquired if there would be a need to construct a right turn lane' for <br />access #2 if you are going south on T.H. #47. <br /> <br />City Engineer Olson reviewed the layout of the roadway in that vicinity. Explaining that there is <br />enough roadway to accommodate a right turn lane. <br /> <br />Councilmember Hendriksen inquired if the house would have to be removed if access #2 is built. <br /> <br />City Engineer Olson replied that he did not believe that the house would have to be removed. He <br />stated that the City could purchase the property and acquire the fight of way for the road and then <br />re-sell the property. <br /> <br />Parks/Utilities Supervisor Boos stated that they are looking for direction to talk to the landowner <br />before any further assumptions are made. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to recommend <br />that the City Council authorize staff to contact the applicable landowners and MnDOT to explore <br />costs of an access on to Trunk Highway #47 from Elmcrest Park. <br /> <br />Motion carried. Voting Yes: Councilmembers Hendriksen, Anderson, Kurak, and Zimmerman. <br />Voting No: None.
