to remove the temporary erosion control measures is borne by the developer/owner, Residential <br />developments are different in nature. The Contractor that installs the silt fence and performs the <br />rough grading of the entire subdivision typically has completed his work well before, sometimes <br />years before, the turf has been established. These temporary erosion control measures typically <br />are overlooked, removed by the City of Ramsey, or removed by the new residents. This can be <br />addressed in a number of ways: <br /> <br />City of Ramsey takes responsibility of removing silt fence for residential developments. The <br />City adds a $500 charge to the residential development agreements to help cover the costs of <br />said activities as a Phase II Improvement and then operate on a complaint basis to remove the <br />facilities once turf has been established. <br />The City adds a new requirement to the residential development agreements stating that the <br />developer has to successfully establish turf and remove the silt fence prior to release of any <br />escrow. This is the preferred method of handling this situation and it is something that the <br />developers should not be adverse to since they are required by the MPCA and the WMO to <br />establish turf before the removal of erosion control measures. <br /> <br />Councilmember Hendriksen stated that he would favor the second option. <br /> <br />Motion by Coul~cilmember Hendriksen, seconded by Councilmember Anderson, to recommend <br />that the City Council add a new requirement to the City's residential development agreements <br />stating that the developer has to successfully establish turf and remove the silt fence prior to <br />release of any escrow. <br /> <br />Motion can'ied. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />COMMITTEE INPUT <br /> <br />1. Water Tower No. 1 Painting/Coating Warranty <br /> <br />City Engineer Jankowski noted that there is a two year warranty on the tank after the final <br />acceptance of the project. He was unable to find anything specifically on the coating. <br /> <br />2. Request for Stop Sign and Speed Study be Performed at 146m Circle/Iodine Street NW <br /> <br />City Engineer Olson noted that a request was made for the speed trailer to be placed at the <br />intersection and staff anticipated that it would be done next week. <br /> <br />3. Drainage on 151~t Avenue NW/Fluorine Street NW <br /> <br />Director of Public Works/Fire Chief Kapler stated that a resident living on 151st and Fluorine has <br />complained about the water standing on the street in the spring.
